Discount for active enrolled student

The current "returning customer" discount is triggered if the same family enrolls using an existing email registered in enrollsy.
For our school, a more useful discount is for "active enrolled student" discount: this discount would be triggered only if this student (enrollee) is currently actively enrolled into any of our programs.
Consider the following case: if a family is registered 2 years ago, joined our program for 1 year, then left for the 2nd year. Then the family comes back, we don't want to give this user a discount as the student is not actively enrolled any more. (we currently just use the "returning customer" discount, as we only started using enrollsy since 5 months ago, but this would not work well after we pass 1 year enrollsy anniversary).
In addition, this new "active enrolled student" discount should not trigger if a new sibling is added (who is not already enrolled into any of our programs).
A future extension of this active enrolled student discount feature could be to allow specifying which program the student has to be actively enrolled in to trigger this discount. Another feature on top of that could be to allow multiple of these discounts with different triggering program(s).

- What criteria should be used to determine if a student is 'actively enrolled' in a program?
- Should the discount apply to all programs or only specific ones, and how should these be specified?
- How should the system handle cases where a student is enrolled in multiple programs with different discount eligibility?
