Secondary Account Holders have own login (not have to have access granted)

Secondary account holders don't have a log in for the app/webpage. So they have to login with the "account holder" information. Parents would like their own log ins

I'd like the ability as an Admin to update/activate the access to primary and secondary accounts. A large number to clients want spouses to make payments and enroll but they don't have access to the account and it's a hassle to have the primary account holder be the only one that can grant this access.

Primary account holders can grant the secondary account holder access to the account. Then the secondary account holder can log in using their own email address and password. The only caveats to this is that this allows the secondary account holder full account access and the secondary account holder cannot have the same email address on a different account (or they won't be able to log in).
