Don't allow primary & secondary account holder email addresses to be the same in two different accounts

Keep customers/admins from being able to have the same email address for a primary account holder as a secondary account holder

Changes to any field inside a customer Account could be critical and time-sensitive information an Admin or Instructor needs to know about. Add a notification setting that allows for the immediate notification when this information is changed.
